Abstract

For many years independence, Kyrgyzstan developed a bad habit to live on credit (which increases on accruing from year to year), and, judging by that budget deficit isn't reduced, seemingly, isn't going to refuse it. Served as the reasons of formation of an external debt of the Kyrgyz Republic with acquisition of the sovereignty both its loans after 1991, and the foreign credits. Problems of debt dependence, increase of external loans of the state, need of formation of the mechanism of settlement of debt problems, and also gradual steps on creation of an effective control system of a debt become actual today
