Current Status of Knowledge Economy in Azerbaijan: A Literature Review

The transition from a resource-dependent economy to one based on knowledge and innovation poses a critical challenge for many oil-rich countries. This paper examines the development of Azerbaijan's knowledge economy by synthesizing findings from policy reports, academic studies and international databases. Recent initiatives in the areas of digital infrastructure, higher education reform, and vocational training suggest considerable progress, but persistent challenges such as low research and development (R&D) spending, institutional inertia, and continued hydrocarbon dependence constrain transformation. Policy recommendations are presented to accelerate the transition to a diversified, sustainable and knowledge-intensive economy.
