Abstract

Following the proclamation of the II. Constitutional, the Committee of Union and Progress had a ten-year period in which it had a say in the control power first and then in the administration. Many political events took place during this ten-year period. As a result of these events, the land was lost, the rate of male population that could work, a very difficult period was experienced economically, and most importantly, the Ottoman State faced collapse. Efforts have been made to regulate and correct economic conditions in order to remove the state from this situation and prevent its collapse. One of these has been budgets. Care has been taken to create budgets on a regular basis. In this study, after the announcement of the II. Constitutional, the 1909 budget prepared by the Ottoman State was mentioned. Budgets and their applications have been an important part of the financial systems of states. The feature of the 1909 budget is that it is the first budget built in the modern sense compared to the previous budgets. The aim of the study is to reveal the difference of the 1909 budget from the previous budgets and the characteristics of being the first budget in the modern sense.
