In order for health services to reach the basic goals and objectives before the society, they must have certain qualities. The issue that should be emphasized; it is the necessity of a well-structured health system. The fact that the public and private health institutions have sufficient levels of experts depends primarily on having well-organized personnel and equipment. For this, arrangements should be made in line with the provision that everybody in our Constitution has the right to develop their material and spiritual existence. When examined in terms of the qualities of health services, which are the products of a good health sector oriented towards these goals and objectives, first of all, countries are expected to establish a good and correct health policy. In the first part of this study, general information about Cuba will be mentioned. In the second part, the Cuban health service will be covered in detail. In the last part of the study, Cuban and Turkish health policies will be examined, and then health services and health financing will be discussed. The main purpose of the study is; how the health services offered accompanied existing health policies in Turkey and examine health financing.
