Abstract

The first time people participate in the decision-making process is by local elections. As a result of local elections, mayors and village headmen are elected. While the village headmen are the representatives of the state in the villages, the muhtar of the neighborhood is an important element of the municipalities. Mukhtars provide the best possible management of local government services. Mukhtar candidates can reach voters in different ways. One of these is the selection of posters prepared for advertising. These posters; In order to publicize and promote the mukhtar candidates, they are adverts prepared by the public. The election posters include pictures as well as the promises and slogans of the candidates. These posters have a positive effect on the unstable voters. In the scope of the study, the selection posters of the neighborhood headman elected by simple random sampling method were analyzed by semiotic method and meaning layers were examined. It is seen that the elements in the poster prepared for political advertisement are designed to affect voters.
