In this study, within the OECD member countries, Brazil, Korea and Turkey will be compared and evaluated regarding the industrialization and development strategies taking into consideration of the Human Development Index. In addition, Turkey's 2023 targets will be evaluated accordingly to current situation analysis. The study is a document analysis. In the study, the OECD reports and the United Nations Development Programme (UNDP) 2015 Human Development Report were analyzed. Analysis method used in the study is a descriptive analysis. As the results of the study, based on the Human Development Index values, Turkey’s index values are lower than Brazil and Korea, and actually all other OECD countries.
